The development of the “Auf dem Zanger” building area has been completed. The municipal plots have been allocated and the road construction work is finished. Around two million euros have already been invested.
The road construction work in the “Auf dem Zanger” building area is now behind the town of Kempen. 900 metres of rainwater sewer, 700 metres of foul-water sewer with 84 house connections, 1.5 kilometres of lighting cable, one kilometre of local heating pipes, almost two kilometres of power cable and 500 metres of water pipes have disappeared into the ground. In addition there are the supply and disposal pipes that were renewed in the existing area Auf dem Zanger, as well as the construction of the asphalted roads into the new development area.
The development is thus complete. Cost: around two million euros. The first construction cranes have been in use since mid-April, because that is when the Straelen-based construction company Tecklenburg carried out the groundbreaking ceremony; the company is building almost half of the areas and was already able to celebrate the topping-out ceremony for the first houses of the 42 semi-detached houses in total. Now follows the construction on the municipal plots, 26 in number, which have now all been allocated. “Demand was high. There were 72 applications. Our particular concern is to settle young families here,” says Mayor Volker Rübo. The allocation criteria were accordingly. The town of Kempen expects that the first construction cranes will be on the municipal plots in spring 2020. The Kempen mayor speaks of the population of St. Hubert being stabilised. After all, the town reckons with around 350 new inhabitants as a result of the building area.
Norbert Sandmann, managing director of the Kempen municipal utilities, particularly emphasised the good cooperation with the Düsseldorf University of Applied Sciences. There, the control system for the plant, which works with artificial intelligence, was developed. Electricity and heat losses can thus be minimised.
In total, the area covers five hectares. On these 50,000 square metres lie 76 plots for twelve single-family homes and 64 semi-detached houses. Two plots are earmarked for four apartment buildings. A larger triangular area is planned as green and play space. In addition there is a 15-metre-wide green strip that will run along the mill side of the new development area. On the roughly 5,000-square-metre municipal central plot, the town wants to build apartment buildings. “We are in close coordination with the GWG and I think we will come together,” says Rübo.
The plans call for a three-storey flat building or a two-storey building with staggering. The multi-storey building stands for publicly subsidised housing construction and is also intended to curb land consumption. “We cannot offer building land without restraint. A compact construction method and less generously designated building areas are the order of the day,” says Rübo. The Kempen mayor speaks of smaller building plots as such. The town of Kempen has also given thought to gravel front gardens. “The front gardens must be planted with greenery apart from the parking space,” says head of the civil engineering office Torsten Schröder. Besides the town and Tecklenburg, a few plots are in private ownership. However, the timing of their development cannot be estimated. In the case of the municipal plots, construction must take place within two years.
The heating centre is already in place. “We can deliver heat. The network is fired up, but there is currently no consumer yet,” says Norbert Sandmann, managing director of the Kempen municipal utilities. But that will soon change, as the dry-heating of the first houses will take place. In the heating centre, water storage tanks, gas boilers, heat pumps and a combined heat and power plant are installed. The chimney is in place and the solar panels are also mounted, although they are currently still covered.
